System Administrator (SA) / Information System Security Officer (ISSO)
Location: San Diego, CA
Salary: $50k - $60k 


Summary
The SA/ISSO position is part of a team of professionals that provide PKI services required to support the Navy Public Key Infrastructure (PKI) by providing on-site technical support at the Navy client's facility Norfolk, VA. Position supports the SIPRNET Token Management System (TMS) and will serve as a systems administrator supporting the Department of the Navy (DoN) PKI, to assist in the protection of Class 3 DoD Certificates and Networks.

 
Primary Responsibilities
  • Perform operations on the RA/LRA/TMS system that require privileged access.
  • Install, configure and maintain RA/LRA/TMS workstations. Provide appropriate system, application and cryptographic module (hardware, firmware or software that implements cryptographic functions such as encryption, decryption, digital signatures, authentication techniques and random number generation) that are retained at the RA location.
  • Perform routine operation of the RA/LRA equipment, such as system backup and recovery or changing recovery or changing recording media. Check for network attacks (suspected or confirmed) and equipment failures.
  • Store and maintain SA manual logs and archive media where RA/LRA does not have access. Log physical access, loading, zeroing, transfer of keys to or from, back-ups, acquires, or destruction of cryptographic modules.
  • Assist the Information Assurance Manager (IAM) in maintaining the security posture of the workstations to include all documentation required for DoD system accreditation.
  • Assist other System Administrators located at detachments in Maryland, San Diego and Hawaii.
  • Capture system artifacts for Risk Management Framework accreditations as required

Knowledge and Skill Requirements
  • Information Assurance Work Force (IAWF)/Cyber Security Work Force DoD 8570.01-M IAT level II knowledge in the use of networked computer-based systems and the Microsoft Windows 10 operating system.
  • Understanding of DoD SIPRNet token and Common Access Card (CAC) characteristics and SIPRNet Token/CAC operation and procedures to include middleware and hardware, with a least one-year experience.
  • Expert knowledge of the principles, concepts, and methodology of IT processing and a working knowledge of computer system architecture, performance characteristics and DoD and Service IT security policies with a least one year experience.
  • Skilled verbal and written communication techniques required to conduct meetings, and prepare reports and other correspondence Shall be able to work independently
  • Work requires professional written and verbal communication and interpersonal skills
  • Ability to produce quality and timely materials
  • Work requires willingness to work a flexible schedule
  • Must be able to regularly stand, walk; sit; use hands to handle, feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl.
  • The employee must occasionally lift and/or move up to 25 pounds.
 
Education/Experience
  • Ability to communicate highly technical information effectively both orally and in writing
  • Proficient knowledge of MS Word and Excel
Required licenses or certifications
  • Possess and maintain a DoD Secret security clearance
  • IAT level II Certification: Security+CE, CCNA Security, CySA+, GISCP, GSEC, CND, or SSCP, and relevant operating system.
Language Skills
  • Ability to read, analyze, and interpret technical procedures and governmental regulations
  • Ability to write reports.
  • Ability to effectively present information and respond to questions from managers, clients and customers
Reasoning Ability
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
